Joint Operations Standard Operating Procedures

Memorandum for all personnel under the authority of Tactical Combat Gaming’s Arma III milsim division.

SUBJECT: Standard operating procedures [Orders 12.C 20200208]

PURPOSE: To provide members actively taking part in operations with Tactical Combat Gaming {TCG} documentation outlining standards and regulations.


Chapters


Chapter 1

General Rules and Regulation

ARTICLE I - Duty Status
SECTION A - On Duty

Members of TCG’s milsim division will adhere to all orders and regulations outlined verbally and through documentation when in an active status. all personnel will be considered to be in active status when: inside a milsim division channel, connected to a TCG Arma III server, conversing in open discussions on the discord server, or conducting business directly relating to the unit. traditional customs and courtesies utilized by the United States military is encouraged but not regulated.

SECTION B - Active Duty Personnel

Members of TCG’s milsim division who are enlisted (or commissioned) as active duty personnel are expected to achieve and reasonably maintain an attendance record of 80%. active duty personnel will be assigned to a squad or headquarters element and be billeted with a semi-permanent military occupational speciality that may be changed in accordance to company needs and personal desire.

SECTION C - Absence Policy (Leave of Absence)

All members of TCG’s milsim division are required to communicate operational and training absences to their appropriate authority. the reason for your absence does not need to be provided. leave periods that last longer than 30 days (continuously) will be reclassified as temporary duty assignment.

SECTION D - Absence Policy (Temporary Duty Assignment)

Members who have been moved to temporary duty assignment will retain training certifications but will be removed from the active and reserve duty roster until their return. members who return from temporary duty will be reverted to their original rank unless the member is returning to a billet not held previously, with the maximum pay grade being E-4 specialist.

SECTION E - Away Without Leave

Members who have failed to report 3 or more absences in the span of 1 month may face administrative action. communication in our community is a must.



ARTICLE II - Pay Grade and Advancement
SECTION A - Time in Grade

Time in grade requirements are not indications of when an individual should be promoted. promotions are earned, never given.

SECTION B - Automatic Pay Grade Reductions

Members who do not hold a billet required for their pay-grade will be automatically reduced in rank.

SECTION C - J-Shop Requirement

Members in between the pay grades of E-4 and E-8 are required to be active participants in a J-shop.


ARTICLE III - Equipment

EPW - Enemy prisoner of war

Every element may designate an EPW coordinator. This additional duty will allow the member to interact with, detain, and subdue hostile unarmed personnel.

Section D - Side Arm Doctrine

The Sig Sauer P226R (in 9 MM), Glock 17, and Beretta M9 are the only sidearms authorized for use inside Phalanx and Warlord company. Personnel may carry up to (4) magazines and use any sight and rail attachment.

Section E - Weapon Discipline

Unless otherwise dictated by proper authority, all weapon systems are required to be unchambered and holstered/slung while on friendly installations.

Chapter 2

Drill and Ceremony
Article I - Commands
Section A - List of commands issued to a formation
Fall in The formation leader takes their post and gives the command “Fall in!”. All troops falling into formation are to cease conversation and remain silent until the command “rest” is given.
Rest Command given to allow troops to talk freely amongst themselves. Troops in a formation are to remain in place.
At ease COMMAND GIVEN TO SILENCE TROOPS.
Carry on Command given to troops to allow them to continue with whatever activities were being conducted prior to “at-ease”.
Report Command issued to line leads so that a report may be collected. If the formation is wearing berets an exchange of salutes is given between the formation leader and line leaders during the report.
Dress right... Dress Command issued to troops in a formation to fix alignment. All troops left of their respective line leader are to look right and dress by either moving forward or backwards to fix alignment.
Ready... Front Command issued to troops who are dressing right. on “two”, troops are to look straight ahead.
Fall out Command issued to have troops break formation. Typically prefaced with direction such as “form a school circle around me” or “carry out the plan of the day”.
Post Command issued to an individual or group to either return to or move to a new position. If a specific individual is ordered to post they are to leave their current position in the formation and report to the commanding authority by walking to and stopping directly in front of them.
Dismissed Command issued to a formation to give the go-ahead to disconnect from the server.
Article II - Uniform Courtesy
Section A - Head Covers

The head cover worn at the start of each operation will be dictated by the threat level in the area. In areas of minimal danger personnel will be required to don their berets. Always reference the company or platoon headquarters in instances of confusion.

Section B - Face covers/Neck Devices

When wearing a beret, operators are prohibited from wearing any device which obstructs their face or head. Devices hanging around the neck are in compliance with this section. When wearing combat covers, operators may wear appropriate face covering devices for the environment they’re operating in or utilize [VSM] Peltor (OD, OCP, Coyote).

Chapter 3

Unit Charters
Article I - Shop Charter
S1: Recruiting sector

This division is responsible for the recruitment and outreach of {TCG}’s milsim division.
S3: Training sector

This division is responsible for the creation and execution of trainings in {TCG}’s milsim division
S5: Development sector

Creates and maintains physical content consumed by members of {TCG}.
S7: Administration sector

Creates and maintains documents and regulations to be executed by {TCG}’s milsim division.
Article II - Company Charter
Company Comprised of two or more platoons. Company headquarters are typically staffed with 1 commanding officer, 1 executive officer, and 1 non commissioned officer in charge.
Platoon Comprised of two or more squads. Platoon headquarters are typically staffed with 1 platoon officer and 1 platoon sergeant.
Squad Comprised of 2 or more fireteams. Squads are typically staffed with 1 squad leader, and 2 fireteam leaders.

Chapter 4

Staff Orders
Article I - Officer Billet Description and Power
Phalanx Company Commander

Pay grade for permanent billet
O-2 - O-4

Pay grade for temporary billet
O-1 - O-3

Description of billet
The Phalanx company commander is the ranking commissioned officer when permanently billeted. Said individual will oversee both the 75th ranger regiment and the 1st cavalry combat team. They will be diligently discharging orders pertaining to operational success for the unit as a whole. This duty remains both in and out of Arma III with full range of promotional authority for both pay grade and commandants in the unit’s J-shops. Because of this billets relation with regulation published for the unit, said individual will always be the S7 commandant.

Court martialing/NJP
Because of said individual’s position as the ranking officer in court martials, said individual may not impose an NJP or prosecute a court martial unless a temporary relief of command has been issued to any personnel who qualify for the temporary billet position. (See NJP/Court martial regulation below).


Phalanx Company NCOIC

Description of billet
The company sergeant is expected to assist the Phalanx company commander in creating sops and diligently discharging the duties pertaining to the commander’s role in the unit where seen fit. Orders created by said individual will always need approval by the commanding officer.

Warlord Detachment Company Commander

Description of billet
The warlord detachment company commander is the ranking officer in the aviation detachment. Said individual is tasked with overseeing the operational readiness and success of its members while adhering to any orders discharged by the phalanx company commander. Because of the intricate nature of the detachment’s duties, said individual is solely responsible for the training and recruitment resources used by the cavalry.

Warlord Detachment Company Executive Commander

Description of billet
The warlord detachment executive officer is the junior officer/senior advisor in the aviation detachment. Said individual is tasked with aiding the commanding officer in the detachment with overseeing the operational readiness and success of its members while adhering to any orders discharged by the phalanx company commander.

If authorized by their detachment commander, see detachment commander regulation.

Billet appointment
Executive officers require an approval by the phalanx company commander.

J-shop appointment
None: may be staff/commandant

Phalanx Platoon Leader

Description of billet
Platoon leaders serve as the platoon officers for the 75th Ranger Regiment. Said individual is tasked with overseeing the operational readiness and success of the squads both in and out of Arma III by diligently monitoring the squad leaders staffed within the regiment and monitoring attendance as regulated in the unit’s overall SOP.

Billet appointment
Squad leaders require approval by the Phalanx company commander. Said individual has full reign over the initial MOS given to members.

J-shop appointment
None: may be staff/commandant

Court martialing/NJP
Recommendation and prosecution of NJP/court martial for members in their command.


Phalanx Platoon Sergeant

Description of billet
Phalanx platoon sergeants are expected to assist their respective leader and build a direct relation between the nco’s and commissioned personnel.

Promotional authority
If authorized by their platoon leader, see platoon leader regulation.

Billet appointment
Fire team leaders require the approval of their platoon leader. Said individual has full reign over the initial mos given to members if authorized by the platoon leader.

J-shop appointment
None: May be staff/commandant.

Court martialing/NJP
Recommendation and prosecution of NJP/court martial for members in their command.


Article II - Actions and Clearance
Enlistment S1 processes applicant to recruit status.

S3 trains recruit to private.

S1 and company coordinate slot assignment

Individual is assigned to the company
Discharge Individual reports self-discharge to immediate chain

Chain reports to their respective headquarters element

Headquarters element (platoon or detachment) review perscom and send discharge level recommendation to company.

Company approves or changes discharge level. discharge is posted to perscom.
Inter-platoon
(detachment) transfer
Individual requests inter-platoon transfer through immediate chain.

Individual and chain coordinate with their headquarters element.

Headquarters element approves and submits to perscom or denies request.
Platoon-Company Transfer Individual requests transfer to new unit via direct chain.

Individual and direct chain coordinate with their headquarters element.

The two headquarters elements in question coordinate the possible transfer.

If the transfer is agreed on by the two headquarters; an approval/deny notification is sent to company.

Company approves/denies

If approved, file through perscom
Enlistment Status Change Individual contacts direct chain for transfer to/from active duty, tdy, or reserve.

Direct chain coordinates with desired platoon/detachment headquarters element

The headquarters element in question contacts company (if individual is requesting to come in from reserve/tdy...If the individual is going reserve/tdy from active; this step is skipped)and requests approval.

If approved, file through perscom.

Article III - Punishments

Section A - Non-Judicial Punishment(NJP)

Regulation

Staff with the authorization to recommend an NJP will issue orders for a punishment with a clear reason as to why, and the penalties bestowed upon the receiving party upon acception. They will also clearly dictate to the individual pending the NJP that it may be refused and sent up for a court martial.

Section B - Court Martial Section

Regulation

Court martials will only be imposed on members who have formally rejected an NJP. In order for a court martial to proceed, the judge, prosecutor, defendant, and jury of 3 to 5 members who share a similar status in the unit as the defendant must be present.

Court-martials will start with a final issue of the imposed NJP, along with the outlined punishment originally given. The defendant will be offered one last chance to accept the NJP before moving forward.

Both the prosecutor and defendant may have the floor for an interval of 5 minutes or until the jury present has made their decision on the case. Each party will have an even amount of time before the court martial hearing ends.

The jury will submit one uniform opinion on the judgement.

The judge will take the jury’s thoughts into account and execute the final process.

Members appointed by the defendant and prosecutor. Liable to cross examination during the 5 minute interval
